Fundación Karisma’s new report “Se están metiendo en el perfil de al lado”, funded by Rights & Security International, reveals how Colombia’s Attorney General’s Office used digital surveillance, online monitoring, and punitive criminal policies during the 2019 and 2021 national strikes to frame social protest as a security threat. The authors show that cyber-patrolling, the widespread use of digital evidence, and internal directives enabled the criminalisation of demonstrators by equating activism with terrorism.
