Legal and Policy Officer
Hayley is a Legal and Policy Officer at Rights and Security International, where she serves as the Frank Knox Memorial Fellow from Harvard University. She has worked on issues relating to human rights, international humanitarian law, and national security in various settings including the Harvard International Human Rights Clinic, the Coalition for the ICC, Rights Watch (UK), and the Harvard Program on International Law and Armed Conflict. She is an active writer for the national security blog, Lawfare.
Hayley obtained her Juris Doctor from Harvard Law School, and studied international law at the Graduate Institute in Geneva in the fall of 2018. She also holds a BA cum laude from the University of Notre Dame, where she studied Political Science and Anthropology. Prior to law school, Hayley worked as a paralegal at the U.S. Department of Justice.
